Jinde Cao is an Endowed Chair Professor, the Dean of School of Mathematics and the Director of the Research Center for Complex Systems and Network Sciences at Southeast University. From March 1989 to May 2000, he was with the Yunnan University. In May 2000, he joined the School of Mathematics, Southeast University, Nanjing, China. From July 2001 to June 2002, he was a Postdoctoral Research Fellow at Chinese University of Hong Kong, Hong Kong. Professor Cao was an Associate Editor of the IEEE Transactions on Neural Networks, and Neurocomputing. He is an Associate Editor of the IEEE Transactions on Cybernetics, IEEE Transactions on Cognitive and Developmental Systems, Journal of the Franklin Institute, Mathematics and Computers in Simulation, Cognitive Neurodynamics, and Neural Networks. He is a Fellow of IEEE, a Member of the Academy of Europe, and a Foreign Fellow of Pakistan Academy of Sciences. He has been named as Highly-Cited Researcher by Thomson Reuters/Clarivate Analytics.

Xiaofeng Chen was born in 1980. He received the B.S. degree in Mathematics in 2003 and the M.S. degree in Applied Mathematics in 2006 both from Sichuan University, Chengdu, China. From July 2006 to now he is with Department of Mathematics, Chongqing Jiaotong University, Chongqing, China. His current research interest involves stability theory of complex-valued and quaternion-valued neural networks.

Biography:
Liang Zhao (M’09–SM’11) received the B.S. degree from Wuhan University, Wuhan, China, and the M.Sc. and Ph.D. degrees from the Aeronautic Institute of Technology, São Paulo, Brazil, in 1988, 1996, and 1998, respectively, all in computer science. He joined the University of São Paulo (USP) in 2000, where he is currently a Full Professor and Head of the Department of Computing and Mathematics (DCM). From 2003 to 2004, he was a Visiting Researcher with the Department of Mathematics, Arizona State University, Tempe. His current research interests include artiﬁcial neural networks, machine learning, complex networks, pattern recognition, and bioinformatics. Dr. Zhao is a recipient of the Brazilian Research Productivity Fellowship. He was an Associate Editor of the IEEE TRANSACTIONS ON NEURAL NETWORKS AND LEARNING SYSTEMS from 2009 to 2012 and he is currently an Associate Editor of the NEURAL NETWORKS.

His PhD dissertation was certificated by World Engineering Education Forum (WEEF) and awarded by Standard Scientific Research and Essays as excellent PhD dissertation in 2014. He holds Postdoctoral degree in Computer Science, certified by Institute for Systems and Technologies of Information, Control and Communication (INSTICC) in 2015. Now he is interested in poetry, computer science, statistics, mathematics, education, and medicine. He serves as reviewer and editor in a wide range of international journals and conferences from 2014. He is volunteer of Statistics Without Borders from 2015. He was granted as Mathematician by London Mathematical Society for Postdoctoral research in Mathematics from 2016. He is awarded as Professor by Scientific Advances and Science Publishing Group from 2016. He was awarded Doctorate of Statistical Medicine by Ho Chi Minh City Society for Reproductive Medicine (HOSREM) from 2016. He has published 71 papers and preprints in journals, books and conference proceedings. He is author of 2 scientific books and 1 postdoctoral dissertation. Valentine Udoh James is a professor of environmental management, planning, and policy at Clarion University of Pennsylvania. James specializes in sustainable development and environmental sciences with particular emphasis on the environmental issues of developing countries. His current research focuses on the sustainability of the environmental/ecological systems of emerging nations. He is currently collaborating with several Chinese and African researchers at the Chinese Academy of Forestry, Beijing Forestry University, China Agricultural University, University of Ibadan, University of Ilorin, and the Nigerian Institute of Social and Economic Research (NISER). He served as provost and academic vice president at Clarion University from 2008-2011. At Fayetteville State University, he was dean of graduate studies from February to June, 2008 and dean of the College of Humanities and Social Sciences from August, 2004 to February, 2008. He has held tenure track/tenured positions at University of Louisiana, Lafayette; University of Virginia in Charlottesville; Southern University in Baton Rouge, where he served as the director of the PhD program in public policy and interim chair of the master’s degree program in public administration. He served as the director of African studies program at Kalamazoo College in Michigan. James has also worked for the United States Agency for International Development (USAID). Professor James has authored and edited fourteen books and several are forthcoming. He is the author of numerous scholarly articles in refereed journals and is the editor-in-chief of the Journal of Sustainable Development in Africa (JSDA) – an online journal he founded in 1998. He serves on the editorial boards of several scholarly journals, and he is often sought after to provide lectures and opinions on matters concerning development and environmental issues of developing countries. He is the recipient of scholarly awards such as the American Association for the Advancement of Science (AAAS) Diplomacy Fellowship; Fulbright–Hays Faculty Research Abroad Fellowship, and The University of California Presidential Fellowship. He has mentored and supervised Fulbright scholars from Afghanistan, Bahrain, Cameroon, China, India, Nigeria, Pakistan, Russia, South Africa, and Tanzania. In 1996, James organized an international conference on sustainable development in developing countries while he was on the faculty of the University of Virginia. In April of 2007, he planned the “First International Congress on Critical Perspectives on Energy, Environment, Technology and Water Development and Protection Worldwide.” The papers presented are forthcoming in the Journal of Global Development Studies and in a book. The following year, he organized the second such conference. Professor James holds a PhD in urban and regional science from Texas A&M University, an MA in environmental science from Governors State University (Illinois), and a BS in biology from Tusculum College (Tennessee). He also studied liberal arts at the American College of Rome. He speaks Italian and several African languages and has lived in and traveled to many countries in Europe, Africa, and Asia. Dr. Dong was born in 1969 at Dalian, China. He received his Ph.D. at Institute of High Energy Physics, Chinese Academy of Sciences, China, in 1999. After that, Dr. Dong joined the Physical Theoretical Chemistry Laboratory of University of Oxford as a Visiting Professor, Kansas State University as Postdoc Fellow, the National Autonomous University of Mexico as Visiting Professor, the Mexican Institute of Petroleum as Postdoc Fellow and Distinguished Visiting Professor, and the Superior School of Physics and Mathematics, National Polytechnic Institute (IPN) as full-time Professor through the program of excellent position, and he has a permanent position as Professor at IPN since 2007. He is the Regular Member of Mexican Academy of Sciences since 2012 and Visiting Professor at Louisiana State University in 2013. Dr. Dong was awarded the certificate by Pakistan president Mamnoon Hussain at 41th International Nathiagali Summer College in 2016. He received the maximum top prize “Presea Lazaro Cardenas” and was awarded by Mexico President Lic. Enrique Peña Nieto in President Palace in 2017.
Dr. Dong is SNI III since 2019 and the (Academic, Chief) Editors and Editorial Board Members of over 15 International Journals. He has authored and co-authored more than 250 papers (JCR), one book Chapter, one edited Book, two Books published by Springer. The citations are more than 8300 and H-index 55 by Google Scholar.
